On the marginal excess burden of taxation in an overlapping generations model

چکیده

We extend marginal excess burden (MEB) analysis in public finance literature to a dynamic general equilibrium model with incomplete markets and heterogeneous households. This extension allows us quantitatively assess efficiency ranking incidence of taxes. Our results indicate disparity welfare cost distributional consequence different forms taxation on capital, labor consumption. According our MEB ranking, capital income appears be least efficient as it larger burdens, compared tax consumption tax. The shows variation burdens across households, depending their age, type generation. In particular, older households higher bear the highest company tax; meanwhile, future born personal Hence, demonstrates fruitful approach better understanding reforms one unified framework.

Excess Burden of Taxation

The excess burden of taxation is the efficiency cost, or deadweight loss, associated with taxation. Excess burden is commonly measured by the area of the associated Harberger triangle, though accurate measurement requires the use of compensated demand and supply schedules. The generation of empirical excess burden studies that followed Arnold Harberger’s pioneering work in the 1960s measured th...

Optimal Time-Consistent Taxation with Overlapping Generations

The paper analyzes optimal time-consistent taxation in an overlapping generations model with two-period lived households. The government chooses tax rates and borrowing to finance an exogenous stream of expenditures. It cannot commit to future policies, so announced policies that are not time consistent are not credible. Dynamic programming is used to derive Markov-perfect equilibria. In contra...

The Generalized Excess Burden of Taxation

A generalized measure of the excess burden of a tax system is proposed which integrates the distribution of taxes, along with standard efficiency and compliance costs, as a source of excess burden. In the absence of compliance and efficiency costs, the generalized excess burden measures the excess burden of regressive taxation, and provides a useful index for ranking the regressivity of differe...

An Overlapping Generations Model of Electoral Competition

This paper presents a dynamic model of political competition between two "parties" with different policy preferences. A "party" is explicitly modelled as a sequence of overlapping generations of candidates, all of whom face finite decision horizons. In general, there is a conflict between the interests of the individual policymakers and those of the "party" , which includes subsequent generatio...

On optimal non-linear taxation and public good provision in an overlapping generations economy

Using the self-selection approach to tax analysis within an OLG framework, the paper examines optimal non-linear labour and capital income taxation and the provision of a durable public good. Under endogenous wages, the marginal tax rules depend on the influence of the tax instruments on self-selection and on the income earning abilities of the households. In particular, we found that productio...
